Development is accessible from the Arsenal menu and allows equipment building. Note that only some equipment is available through development.
- The majority of equipment are ship girls' "stock equipment", results of "Improvement upgrades", "Event-only", or "Ranking-only". See here for the complete list.

Overview
Crafting equipment requires between 10 & 300 of each main resources fuel , ammo
, steel
and bauxite
, as well as 1 "development material"
.
- Input resources can be adjusted by one unit at the top and bottom of the frame that says the number in the "▼" button "▲", or in 10 by 10 or 100 by 100 increments.
- It is possible to craft three equipment at once by using the Concentrated Development (集中開発) toggle.
For a given resource input, the development has a chance of failure (penguin) and success, with the DevMat only being consumed for successful developments.
The equipment crafted depends on:
- The recipe used, with several ranges of resources input affecting more or less the crafting pool,
- The Secretary when doing the crafting, directly affecting the pool of equipment that can be crafted and the related rates.
- Some specific equipment can be crafted exclusively or at a higher rate with some specific ships or ship classes as secretary.
- Secretaries may craft some equipment they cannot equip, such as land based planes.
- The "rarity" of said equipment, relative to the personal HQ
Development Theory
The game has different development pools, determined by 4 Secretary categories, and then within each category, contains 3 pools each determined by the "primary resource" used.
- Secretary Ship Class
- Category Heavy: FBB, BB, CA, AR
- Category Aviation: BBV, CV, CVB, CVL, CAV, AV, LHA, Souya (AGS)
- Category Torpedo: CL, CLT, CT, DD, DE, AO (excepted Souya (AGS))
- Category Submarine: SS, SSV, AS
- Primary Resources
Primary Resource refers to the resource used in the highest quantity in the recipe. If the highest used resource is tied with 2 or more resources (eg. 250/250/250/250), the priority will be as follows:

- Based on data, development recipes appear to be at least about 10 times the equipment's scrap value.
- For example, Type 0 Observation Seaplane has a scrap value of 1 fuel, 1 ammo, and 2 bauxite, so in theory, it could be created by the 10/10/10/20 recipe, however, this plane is on the fuel/steel table, the minimum recipe for the development of such planes is, therefore, either 20/10/10/20 or 10/10/20/20.
- Development Pools
- Each pool has a listing of exactly 50 items, in which the game will pick a random item in this list to attempt to craft. This gives each item in the list a 2% chance to be chosen. Certain common equipment are repeated multiple times, giving them increased chance to be chosen, in multiples of 2%.
- Once chosen, the game will compare the submitted user recipe, to the 10*scrap value of the selected equipment.
- The HQ level of the player is also considered before determining in a successful craft (a HQ level of 10 times the rarity of the equipment is needed to craft it) :

- Do note that the rarity is ONLY displayed in the Refit menu. Equipment cards' rarity does not always reflect the true rarity (see here).
- If one these two conditions are not meet the results will be the failure box ("Penguin").
- Special Equipment
- Certain equipment, are specially added into the pool when certain conditions are met, replacing other equipment in the pool's list.
- For example:
- The Laté 298B requires Commandant Teste as secretary and
as primary resource,
- The Type 96 Land-based Attack Aircraft requires an "Aviation" secretary, with at least 240

- Other than determining the primary resource for the development pool, and meeting the minimum requirements for crafting equipment, slightly different recipes do NOT offer "better" crafting chances.
- The level or remodel of the ship does NOT matter for crafting purposes.
- The nationality of the ship does NOT matter for crafting.
- Some ship, ship remodels, or ship types WILL slightly alter the crafting tables (see below).
- Using ships with that allow for special equipment craft will naturally decrease the normal rate of the other equipment in the pool, and may be avoided in certain cases.
Buildable Equipment
Equipment demanding special flagships to be crafted are in Bold.
Special Secretary
Some equipment requires a specific Secretary (1st fleet flagship) in order to be crafted.
- Some other equipment additionally have improved crafting rates with certain secretaries.
- For any other development, the Secretary is independent of the crafting result outside of the main crafting pool determination.
