Fubuki is the lead ship of the ten Fubuki-class Destroyers from which the ten additional Ayanami-class Destroyers are based out of. Currently, 7 of the 10 Fubuki-class and 6 of the 10 Ayanami-class are in-game.

Besides having slightly better stats compared to the other 4 destroyers you start with, Fubuki (like most destroyers) is mostly average in combat until she has been leveled all the way up to Kai Ni. Once she has reached Kai Ni, she becomes a decent all-round destroyer with slightly better-than-average Anti-Air stats. An admiral who is just starting out may consider using Fubuki to conduct Anti-Air Cut Ins if they wish to utilize her as an Air Defense Destroyer. Over time, you are more than likely to replace Fubuki with the event-only the Akizuki Class destroyers (Akizuki,Teruzuki, and Hatsuzuki), as their unique Anti-Air Cut In is far superior to that of any other ship. But until then, Fubuki, along with Hatsushimo and Kasumi Type D, act as good substitutes.
In addition, she comes with a Type 94 Anti-Aircraft Fire Director, which is required for Anti-Air Cut Ins, and may be the first or best AAFD a newer admiral may have. This is especially beneficial if you have Akashi, since using her along with Fubuki can aid in improving the Type 94 Anti-Aircraft Fire Director into ultimately becoming a 10cm Twin High-angle Mount + Anti-Aircraft Fire Director. Said weapon can free up your destroyers to perform better in battle but still perform Anti-Air Cut-ins (rather than using up a single slot for a Director). During events, Fubuki can be best utilized as a decent combat ship or a ship for Anti-Air Cut Ins if you lack in ships of the Akizuki Class or Maya Kai Ni.

Fubuki (吹雪 "Blizzard") was the lead ship of twenty-four Fubuki-class destroyers, built for the Imperial Japanese Navy following World War I. When introduced into service, these ships were the most powerful destroyers in the world. They served as first-line destroyers through the 1930s, and remained formidable weapons systems well into the Pacific War. Fubuki was a veteran of many of the major battles of the first year of the war, and was sunk in Ironbottom Sound during the Battle of Cape Esperance in World War II.

Behind the Design
Back in June 2016's Comtiq Magazine, an interview was conducted with Kantai Collection's producer Kensuke Tanaka, and artist Shizuma Yoshinori where they discussed about the work they did together back while producing the game. Tanaka mentions that when he first asked Yoshinori to produce a design for the Fubuki-class he came up with a design of a brown hair girl dressed in a rather revealing sailor uniform. Tanaka felt the design looked "too fast" to fit the Fubuki-class.
In turn, Tanaka would later turn to Shibafu to design the Type I and Type II Fubuki-class Destroyers while the remainder of the original design of the Fubuki-class that Yoshinori made would later be converted to make Shimakaze since the whole fast bunny motif she presented better fit her.
