Released and became a reward in the Winter 2016 Event E-3.
She can equip Seaplane Fighters.
As of February 24th, 2016, Italia, Roma Kai, and Zara Kai have been given the ability to use seaplane bombers. They will utilize the bombers in the same fashion as aviation battleships and aviation cruisers, but the bombers will not be launched against enemy submarines (i.e. these three ships still have no ASW capability even while equipping seaplane bombers).

Real Life Trivia

She was sunk on 29 March 1941 by heavy fire of 3 British Battleships alongside with Fiume and 4 other destroyers during a night journey
Her name is based on the Adriatic city of Zardar
