Try Maya and the Takao-class if you want one.
Tone-class is another interesting choice considering their high view range/LOS stat.
Aviation cruisers equipped with seaplanes can attack submarines, but damage is still dependent on the quality of seaplanes you equip them and with the number of seaplanes you stack.
All remodeled heavy cruisers have four slots.
