Ise Questline

This Catapult requires a higher investment to aquire, as the main Ship requirement is to have Ooshio Kai 2, Arashio Kai 2, Kagerou Kai 2, Shiranui Kai 2 and Kuroshio Kai 2 costing total 5 Blueprints, aswell as three additional Yuugumo or Kagerou Class Destroyers at Level 70+. Furthermore, the completion of Quest B109 leading up to this questline also requires Michishio Kai 2 and Asashio Kai 2(D).

While the Quests don't explicitly require Ise, the Quests have been released with her Kai 2 and are commonly attributed to her.
