Range determines which ships attack first. It is impossible to reduce the base range of a ship, but certain equipment can extend it.

USN DDs, Dan Yang, and Yukikaze Kai Ni are the only DDs that can reach Long Range, once equipped with an SG Radar

Using both a Very Long Range equipment and a Type 2 Reconnaissance Aircraft on Ise Kai Ni or Hyuuga Kai Ni, will set them at "Longest Range".
