Introduction
This article is meant to be a rough guideline to help you determine which girls you should be leveling. Included in this is which girls you should be using your limited blueprints, action reports and prototype catapults on. Any girl not listed here is considered very low priority and should be left for last.
The bare minimum you'll require for events is 7DD 1CL 3CA/V 4FBB 2CV 2CVL. This covers all combined fleet combinations with no extra capacity for ship locks or historical ships.
As a general rule, girls which require special resources (blueprint, action report, protoype catapult) are rated lower than their counterparts unless they outclass every other girl in that category. Unless otherwise noted, you should be getting girls to their highest remodel.
The advice in this article assumes you already have the girl. Don't stress about missing high priority girls.
Destroyer (DD)
DDs form the backbone of your fleet. They are your specialists that can be divided into the following roles:
- Combat
- Torpedo Cut-In
- Anti-sub
- Anti-installation (overlaps with Transport Combined Fleet)
- Anti-air
Some DDs can fulfill more than one role.

Light Cruisers
CLs face the tightest competition for slots in a fleet as escort fleets traditionally allow only a single CL. There exists a large gulf in quality between the best and the worst picks for a CL slot. The very best CLs are capable of enhancing the performance of the entire fleet with torpedoes or a fourth slot.

Wow, it's fucking nothing. Extremely Low Priority. Don't bother unless you're completely out of other things to work on.
- Their slow speed and poor combat stats generally leave them completely outclassed by other ships.
- Some potential for ASW thanks to their 4 slots, but you should not be using them at all unless shiplocking conservatively for an early ASW map. Again, completely outclassed by ships specialising in ASW.
- You should not be using them in PvP for the passive experience bonus unless you have absolutely run out of other things to level. You're better off levelling more useful ships instead of wasting a PvP slot on them.
