Development Theory

According statistic, develop Equipment have recipe pasterns. Theoretically All equipments recipe is 10 times of scrap value. specific equipment can only build when secretary can equip that equipment. Majority Resource spent will affect type of equipment. (Ammo : Weapon, Steel: Engine, Bauxite : Aircraft/Radar/Sonar)
