Akashi arsenal updates

The following equipment can now be improved:
- Type 1 Land-based Attack Aircraft (Hachiman Force) - with Nagato Kai Ni or Mutsu Kai Ni?
- Type 1 Land-based Attack Aircraft (Nonaka Squadron) - with Souya?

The following equipment have new helper ships:
- Type 2 Depth Charge - with a DD
- 12.7cm Twin Gun Mount Model B Kai 4 (Wartime Modification) + Anti-Aircraft Fire Director - with a Shiratsuyu-class Kai Ni (Shigure Kai Ni?)

The following equipment have their schedule updated:
- Type 2 Depth Charge Kai Ni
