There are 2  main reasons for it. 1.In  an exercise on 5/5/1942, there was an accident on '''the 5th turret of Hyuuga''' and she needed fixing. 2. Japanese Navy had to compensate for loss of 4 regular aircraft carriers in Battle of Midway (June 1942). Under this  situation, instead of restoring the original state, Hyuuga was remodeled as BBV (and Ise got the same treatment.)</p>
