Mamiya was an IJN Supply Ship, used as an NPC in the game. She can be used with the Gift (給) button in the Composition menu to raise Morale.
Using Mamiya 
sets the morale of all ships in the fleet to a fixed value:
- 0-39 Morale: Set to 40.
- 40-49 Morale: Set to 50.
- She can be used in combination with Irako for a greater morale boost.
How to Obtain
Mamiya can either be obtained through:
