Developed for 88 fleet plan of Japanese Navy in 1920s where Japan intended to built eight battleships and battlecruisers, under expectation that United States will develop a 16inch guns for their battleships (and it actually happened). Eventually the plan for Amagi class battlecruisers and Kaga class battleships were both aborted, leaving Nagato class the only class in Japanese Navy to carry this gun.
