Construction is a feature that enable admiral to build their ship. Building ship consume resources and one development material each attempt. Development material can be found by completing quest, expedition, and some sorties.

The chance of obtaining rare ship '''is not''' affected by headquarter level or the type of flagship you have (not confirm but new admiral can definitely obtain rare ship), but does affect by the amount of resources you input in.
