No, they are not. If you send them out on expeditions, it will fail despite theoretically fitting the stated requirements. They are considered as CLT. This case also applies for any Aviation Battleships (BBVs) and Aviation Cruisers (CAV) such as Ise, Hyuuga, Yamashiro, Fusou and Mogami.
