Fatigue. It's accumulated when you sent your ships to sortie and its stacked through subsequent sortie. How much fatigue accumulated depends on the performance in battle. When you see the faces, let them rest for a while (orange: 10-11 mins, red: 21-40mins). Docking would help as well.
