Think of remodelling as evolutions. For ships that have multiple remodels (Chitose/Chiyoda, Kitakami/Ooi, Yuudachi etc.), you will have to go through each remodel to get to the next one in the line regardless of level i.e. you cannot skip all the remodels before the final upgrade even if your Chitose is level 55. Note: Your ships can be remodeling when damaged, fatigued, and unsupplied, so make sure to take advanatage of that by sending her on a solo sortie and then remodeling her. Remember that remodeling a sparkle-buffed ship girl will remove the sparkle though.
