Kitakami, Ooi, and Kiso are the three ships in the game that currently remodel into CLTs. Kitakami and Ooi remodel into CLTs at level 10, while Kiso remodels into a CLT at level 65. CLTs lose their plane slots, so cannot artillery spot. However, they gain the ability to launch an opening torpedo when they are equipped with (name for minisub here).

While these two ships remodel into CLTs at level 10, they only really come into their own at level 50, which is low enough that you should prioritize getting them there. At level 10, they only have two slots, meaning they cannot perform any special attacks during night battle if they are equipped with a (insert name of minisub here), severely hindering their usefulness, not to mention their lackluster health and armor stats. At level 50, they remodel into Kai Ni, giving them a third equipment slot, allowing them to carry both the minisub for opening torpedo as well as two guns for a night battle double attack (equipping these ships for torpedo cut-in is not recommended, more on this later) and significantly increasing their other statistics. Their torpedo power is raised to a base level of 139, which hits the day torpedo cap once the minisub is equipped. This torpedo stat, combined with their firepower, gives Kitakami and Ooi the strongest night battle attacks in the game, making them invaluable ships for your event fleets.

Unlike Kitakami and Ooi, Kiso does not remodel into a CLT at level 10, instead receiving a standard level 20 CL Kai, and only remodeling into a CLT at level 65. Kiso has more armor, slightly more firepower, and slightly higher AA compared to Kitakami and Ooi. However, she trades these for a worse torpedo stat, with only 110 base torpedo power. This makes her opening torpedo far weaker than the other CLTs, and reduces her night battle power accordingly. Thus, Kiso is a far lower priority than the other two torpedo cruisers and should not be prioritized by somebody preparing for their first event.
