I have no idea what I'm doing
I think I want to sequester this by ship class and players who feel as if they are lacking in a certain ship type can use this for direction
it is meant to encompass all stages of the game up until a player has enough knowhow to know who to level
ships who:
- are difficult to acquire
- require limited resources to remodel
- are exclusive to events
- are strong early game due to great kais + high initial availability but fall off due to lacking a final remodel
will probably need some kind of special handling because as good as Yahagi is I do not want new players to feel as if they must blast LSC with their entire resource pool in hopes that they get her

Very High | Yuudachi | + Best surface combat offensive DD: Highest night battle attack power of all destroyers. Her final remodel comes at the low level of 55 and she is extremely easy to acquire, dropping virtually everywhere from World 1 onwards.
- Low starting luck and requires luckmodding to reach her full potential. Sunk fairly early into the war and is generally only a historical ship in Solomon Islands focused events. |
Very High | Kasumi | + Performs exceptionally in both surface combat and anti-installation duties. Her offensive stats are very high including her starting luck stat, and she is able to equip all types of Landing Crafts and Command Facilities. To cap it off, she survived very late into the war and participated in many operations, making her a historical ship in most IJN focused events.
