Early on in the game, Tenryuu can make for a good ship to use in standard combat situations, but once you are able to obtain other more decent light cruises that can use seaplanes (Nagara-class, Sendai-Class, and Agano-class to name a few), she will gradually become more obsolete in most combat situations outside of possibly Anti-Submarine Combat.
