Kamikaze as well as most members of the Kamikaze class are very old destroyers, and their poor stats reflect their outdated status. Due to this, they are very poor in most combat situations and all of them require extensive training to reach their remodel levels. However, even when upgraded, most of their stats are still below average compared to most remodelled destroyers. Their only decent stat is their relatively high luck. Keep in mind, however, that due to their low stats, the damage they perform with torpedo cut-ins will still be be relatively low compared to other destroyers.
