Development
Introduction
Crafting requires resources and development materials (one is consumed for each attempt). The rarity and success rate is depends on your flagship (the first ship within your first fleet) and your headquarters' level.
In the case of failure (penguin screen), the development material will be refunded. Development materials can be found by completing quests, expeditions, and some sorties.

Ship-borne plane
Higher chance if flagship is an aircraft carrier. HQ level guideline is 20. For particularly rare equipment more than 30.
Machine gun, cannon, shell
Higher chance if flagship is a battleship. HQ level guideline is 20. For particularly rare equipment more than 30.
Sonar and depth charges
Higher chance if flagship is a light cruiser, destroyer or submarine. HQ level guideline is 10. For particularly rare equipment more than 20.

Radar
Higher chance if flagship is a battleship. Radar improves accuracy, anti-air, and contributes to fleet-wide air superiority. HQ level guideline is 20. For particularly rare equipment more than 30. Note that radars are not easy to craft; new Admirals are advised to remodel Isuzu to obtain radars.

Engine/Turbine
