Analysis

Tama Kai Priority: Low

At first remodel, she has decent Firepower and Torpedo stat, for a light cruiser, meaning she can do Artillery Spotting with okay-ish damage at day and pack a decent punch at night, too.

Her ASW stat also allow her to perform OASW attacks with proper setup.

Tama Kai Ni Priority: Medium-Low

Her second remodel grants her various stat boosts, particularly to Torpedo and AA, but more importantly allows her to use seaplane fighters and Daihatsu, making her a very versatile ship.

She can now be used to increase expedition income, attack enemy installations or help with air superiority. (While she can also be loaded with seaplane bombers, she simply can't carry enough of them to have any impact.)
