Analysis

Kiso Kai

Priority: Low

At first remodel, she has decent Firepower and Torpedo stat for a light cruiser, meaning she can do Artillery Spotting with okay-ish damage at day and pack a decent punch at night, too.

Her ASW stat also allow her to perform OASW attacks with proper setup.

Kiso Kai Ni

Priority: High

Her second remodel reclassifies her as a Torpedo Cruiser (CLT), meaning she will not be counted as a light cruiser for combined fleet, map routing, and the like.

In exchange for this, her Torpedo stat goes up and she can now be loaded with midget submarines, allowing her to perform submarine-like preemptive torpedo attacks, meaning she gets to hit the enemy fleet before shelling begins, potentially removing an abyssal ship instantly.

Compared to her sister Kitakami and Ooi, her Torpedo stat is "only" 110, which still beats any other ship in the game except those two, so she's still a very valuable addition to the fleet, even more so in events where Ship Locking is an issue.

Trivia

She is named after the Kiso River.
Bears an uncanny resemblance to Minamitsu Murasa from Touhou Project.
The camouflage she wears in her Kai Ni art is based off her historical paint where she, along with Tama, were assigned in the "Northern Waters" mostly patrolling the Kurile Islands.
Received her Kai Ni on 11/12/2013.
Sunk by USN aircraft off Cavite, Philippines 14°35′N 120°50′E.
