This step determines if any contact can trigger at all. Each plane that can perform Contact '''except''' {{Torpedo Bomber}}/{{Night Torpedo Bomber}} [[Torpedo Bomber]]s contributes an independent trigger rate based on the plane's {{LOS}} LoS stat and slot size. The Final Trigger Rate is determined using the sum of all independent trigger rates, and is also affected by Air State.

This step determines if any contact can trigger at all. Each plane that can perform contact contributes to the trigger rate based on the plane's {{LOS}} LoS stat and current slot size.

*Only [[Torpedo Bomber]]s do not contribute to the trigger rate, but may still trigger the contact with the minimum rate possible.
