This part is hard to write and summarise: CV loadouts are varied and every player has their own perceptions.
The basics are simple rules: Saiun and fighters to small slots (not always true: see Kaga Kai's 46-slot), Bombers and Attackers goes to the first slot and the largest slot, try to set up for FBA CVCI.
There is no set rule for CV loadouts. The following is a bare guideline that applies to any situation.
