You can resupply your fleets immediately before sending them on expeditions from the expedition menu. Simply click on the small resupply button beside the "Dispatch" button. Note that the resupply animation on the expedition menu is significantly longer than the one on the supply menu.

After clearing Quests [[Quests#D25|D25]] and obtaining the {{Item/Icon|Provisional Resupply|size=40px}} Provisional Resupply, it is possible to resupply the expedition fleets immediately before sending them on expeditions from the expedition menu. Simply click on the small resupply button beside the "Dispatch" button.
