Foreword
Tanaka has never given any tutorial on the topic of Loadout. All initial loadouts, ship girls and Abyssals alike, are misinforming players on how to do proper loadouts.
To keep players from an overpowered start, all initial ship girl loadouts are fragmented. For certain Abyssals, their raw stats are so insane they can reach FP cap regardless of crap loadouts. Abyssals can do Triple Gun Cut-ins and Gun-Torp Cut-ins and dish out maximum damage.
However ship girls cannot achieve this. We cannot blindly copy what the Abyssals do. This is however observed in many new faces and even some intermediate players. They lack the knowledge to get themselves out of the pit of wrong loadouts. This following paper is a detailed guide on proper loadout.
Note that Friendly Fleets sometimes contain silly loadouts. Don't try this at home.

Principles
Before we go into the details, we present five principles for loadout.
Her Role
Before one decides how to cook, one decides what to cook. In Kancolle you must also first decide what role does this ship fulfill before deciding on her loadout. With this in mind, we cannot list every possible loadout. We state instead what roles can a ship class fulfill and what her loadout should be based on this role.
Fixed and Free Equipments

In order to serve a certain role, some equipment are fixed. For example, you need 2 Torpedoes (not mini-sub!) to proc TCI. These are fixed equipments. The remaining slots one can carry sonar, starshell or another torpedo. This is a free slot.
Substitution
During events players will directly copy equipment loadouts from guides. TODO. Check if this is real for Western players. When they lack the hardware to paste a direct copy, they resort to substitution. This may lead subpar or even failed setups.
If one lacks high-tier equipment, please read TODO. Je sais remplacer or a Wiki equivalent . For unusual cases, e.g. replacing anti-installation (DLC) DDs with non-DLC DDs, one must know what role does every ship fulfill. When in doubt, ask game advisors; don't fancy yourselves and make things up.

Formulae are everywhere in Kancolle. However most of the heavy lifting are already done for you if you utilise JervisOR, Noro6's Aircalc or even KC3 properly. As long as you understand the concept of Cap and addition/subtraction you are save to go.
